The NEO is not only called NEO because it's a novelty, but also because it's the little "neoprene" glove to always have in your bag for winter motocross training or "cool" bike rides. It is not, strictly speaking, made of neoprene. Its Lycra® Fleece structure is even more pleasant and comfortable than simple neoprene, because it is thinner and less constricting.
